Dear Tribal Leader:

 

In February of this year, President Obama issued a Memorandum to Federal agencies entitled “Administrative Flexibility, Lower Costs, and Better Results for State, Local, and Tribal Governments.”  This memorandum instructed Federal agencies to work with tribal governments—as well as States and localities—to reduce unnecessary administrative burdens and focus available resources to achieve better program outcomes.  Federal agencies were tasked with engaging in frank dialogue with tribal stakeholders about the practical, cumulative impact of different Federal requirements.

Based on comments and input from tribes and Native American business leaders, the White House Domestic Policy Council (DPC) and the Office of Management and Budget (OMB) convened five interagency working groups, comprised of senior program managers, to focus on areas that Indian Country identified as priorities.  Participating agencies include the Departments of Interior, Housing and Urban Development, Veterans Affairs, Treasury, Commerce, Education, Labor, Energy, Agriculture, and Health and Human Services as well as the Small Business Administration and the Federal Communications Commission. 

The attached framing paper provides additional background on the Presidential Memorandum and each of the five interagency working groups, and requests input from tribal leaders.  We would appreciate your views and recommendations on any aspect of the President’s Memorandum and related work group activities. Also, each of the five interagency working groups may be reaching out to you separately in early 2012 with additional opportunities to provide input through in-person or conference call meetings.  We look forward to receiving your comments and recommendations.
